EU-Erweiterung in der Praxis – Internationales Risikomanagement
Mit Spannung wurde von Politik, Wirtschaft und Verwaltung der 1. Mai
2004 erwartet. Mit der EU-Erweiterung wurden Hoffnungen, aber auch
Befürchtungen verknüpft. Der 16. Europäische Zollrechtstag hat kurz nach
diesem Termin den Austausch erster Erfahrungen aus wirtschaftspolitischer
und zollrechtlicher Perspektive auf die Agenda gesetzt. Vertreter aus alten
und neuen Mitgliedstaaten diskutierten darüber hinaus Strategien zur
Bekämpfung der Produktpiraterie und das neue EU-Energiesteuerrecht.
Die weltweite Bedrohung durch Terrorakte hat Begriffe wie "Risiko" und
"Risikomanagement" zu Katalysatoren für vielfältige Neuerungen im internationalen
Zoll- und Außenwirtschaftsrecht werden lassen. Nun gilt es,
die legitimen Sicherheitsinteressen auf der einen mit dem Bedürfnis nach
einer liberalen Weltwirtschaftsordnung auf der anderen Seite in Ausgleich
zu bringen. In Graz wurden am "Runden Tisch" diese für Wirtschaft und
Administration gleichermaßen existenziellen Fragen ausgiebig verhandelt.

The 16th European Customs Conference provided an opportunity to
exchange first experiences on economic perspectives and customs law.
Representatives from old and new member states also discussed strategies
for fighting the pirating of products and the new EU energy tax law.
The global threat of acts of terrorism has turned concepts such as "risk"
and "risk management" into catalysers for innovation in international
customs law and the law of foreign trade. It is now time to find a balance
between the legitimate interests of security on the one hand and the
needs of a liberal world economic order on the other. These issues, which
are existential for the economy and the administration alike, have been
discussed around the "round table" in Graz.
